You will not find a better chef's knife for under $30, and you'll be hard pressed to find one this good under $50. Victorinox proves you can make a quality knife on a budget.
I've been using this knife for about a year now, and it holds an edge beautifully. I regularly hone the blade with a steel, but I have yet to actually sharpen it. Granted, I'm just a casual cook, but it still sees use nearly every day. The handle is really amazing too. The grip is good even when wet, and clean-up is a snap. If you have smaller hands or find a 10" knife unwieldy, you might want to consider the 8" version, but personally, I love the 10" for its ability to cut things like small watermelons in half in one swipe. Also, the thickness and height of the blade are good. It works well for smashing garlic cloves with the side of the blade. All in all, this is the knife to get if you don't want to spend $80 or more on a higher-end knife.

I bought this for my son who loves to cook but always complained about our lack of good knives (we have ONE good one). So for his birthday, I got him his own very nice knife. This one. He told me it was the best birthday present I've ever given him (even better than the lego castle on the lego table?!!). Yes, the best. He wishes the blade was a little thinner, but he love the shape and length.
I also bought the blade protector.
