Customer Review: AC might be older less efficient model

I bought one of these (except it was the 12000x2 model) from US-China-International in July 2008, before they were on Amazon. I wired them the money, and they sent an air conditioner. However, it was covered with oil, so I took the covers off to see how bad the damage was, whether it could be repaired, and discovered that it was really an old fashioned type, not the promised DC-inverter high efficiency model! The company claimed it was a shipping error and promised to replace it The model numbers of the old units are lacking the trailing "/IB". I ordered TA-12x2C(H)S/IB, but received TA-12x2C(H)S. Could indeed have been an honest error in the shipping department. They had the leaky outdoor unit picked up, and submitted a damage claim to UPS, which was denied. They separately paid shipping to return the indoor units, but left me the install kits.
However, then things really went bad. First, the outdoor unit got lost between UPS's inspection and the vendor, which had nothing at all to do with me--US-China made all the arrangements. But US-China said they could not replace the shipment until they got the missing unit back!!!
Communication with the US-China-International people is nearly impossible. There is no working telephone number (once in a while you can leave a message, usually it's full, but nobody returns your call anyway). You only have an email address to sales@. Under good conditions you might get a response in a week, but it will only answer the first question you ask, ignoring the rest of your email.
I got tracking info from UPS and helped the company find the missing unit (it went to a wrong street address after many mixed-up delivery attempts), but that should not have been my problem in any way, and anyway the unit is not fit to be re-sold, so what's the point?
However, I've since tried several times to get the company to send me the unit that I ordered and paid $[...] (with kits) for, and finally have asked for my money back if they are not going to ship the unit, so that I can buy something elsewhere, and the company no longer responds at all. I haven't hassled them, just sending about two emails a month.
I'm beginning to wonder if they actually do sell the inverter units--maybe all they ever deliver are the cheaper old style on/off units? That would explain why they never do ship the replacement, and why they just keep the money. Hardly any customer would know they got the old style until it was installed and too late. The old ones do heat and cool, just not as quietly and efficiently.

At least you'll have the advantage that Amazon presumably stands behind this deal.
