I bought this heater for my work office to combat the constant AC, and it does a reliable and fast job of heating the roughly 10x11' space, even though I leave my door open. I've had it for over a month, and use it every weekday for 10-20% of the workday. No problems so far.
You can have it oscillate if you want. People have written about the thermostat not working - I don't worry about it since I'm usually about three feet from it. I just hit the on button, and if I want, the oscillate button, and it will stay on as long as I want. When it starts to get too toasty - and it does within about 15-20 minutes - I shut it off. The "low" setting is what it automatically starts on, and that is actually really effective. In a small room in the high fifties to sixties Fahrenheit you wouldn't need it on the "high" setting.
I don't know if this has a shut-off tip switch, but at least it stays on unlike my last heater with a tip switch.
The noise is noticeable but not too loud or annoying - it's easy to tune out and no one who comes in my office asks about it. The most annoying feature is that when you press the buttons it makes a high pitched beep, for each button press. Hit on - BEEP - off - BEEP - oscillate - BEEP! I'm sure my office neighbor next door can hear it. But it's a short noise, and not too bad if there are walls around you. I guess it's a decent safety feature.
Another safety feature is a light that stays on if it's plugged in - but don't worry, it's not actually running.
